Bridge Proposal
What's a bridge? It's funds that are needed for the time span between the end of Q3 and the start of Q4. The reason that there is a discrepancy between what was projected and what was spent is the increase in moderately-priced conferences and opportunities.
This proposal is seeking to fill 150,000 HBD.
Right now as we write and you read this, the Blockchain Rio conference is on in Rio de Janeiro, Brazil. It closely follows the previous conferences Blockchaincon LATAM in Bogota, Colombia, on July 18-19 and Talent Land in Málaga, Spain, on July 3-5.
Project Management
@Lordbutterfly will be joining @guiltyparties and @crimsonclad as a project manager on Value Plan effective immediately. He's spent countelss hours planning and organizing Hive promotional activities, both under Value Plan and beyond. Project management is an additional strategic role to everything he continues to contribute (this year's HiveFest is shaping up to be incredible!).

This year's HiveFest is to be held in Split, Croatia, in a castle among other venues. That's right, a castle. The event will bring both Hive community members and blockchain proponents together under one roof for a fun and engaging social conference. We participated in this challenging race last year and are looking forward to another go around the track. We are looking forward to amplifying our presence in various ways in order to maximize Hive's exposure in this beautiful country. Blockchain Rio, which we mentioned earlier, is about to start in Rio de Janeiro. This is the first major conference we've pursued in Brazil and is in parallel to ongoing opportunity discussions for Hive to make a name for itself in the Brazilian market. For the second year in a row Hive will be represented at TechEx Europe in Amsterdam, the Netherlands. Earlier this summer we were part of the North American convention in Santa Clara, California, USA. If previous events are a predictor, we are looking forward to another great conference. We don't want to spoil what's to come but as you can probably guess, it will be groundbreaking. Earlier this year the Ghana team went well beyond providing drinking water with the New Internet conference and is projected to continue on this trajectory. The above is just a partial schedule and some, not all, of the key components which will be covered by this bridge proposal. There are also two large conferences coming up where our participation is unconfirmed yet. We are presently looking for ways to minimize our participation costs through various avenues. Currently all Value Plan accounting is managed using Google Sheets. Each event has its own sheet and either a digital or physical folder for receipts where applicable. All transactions are also available on chain and can be seen in the wallet. It is important to clarify that while an amount may go to an account, it does not mean that that account was "paid". In several instances, in an effort to keep funds on chain, we conduct OTC sales. This is done rarely and only with larger amounts. This allows Hive members to purchase HIVE or HBD while helping pay for promotional activities and saving Hive money due to lack of conversion fees. Accounts processing Value Plan-issued funds are typically encouraged to be either cold wallets or project accounts that are carefully monitored. For this reason, it is best to ascertain the destination of the funds by the label on the memo and not by the account name. Every transaction has a clear label. Some activities have the name of the overall project and others of the specific event. Where the overall project name is used, the event name will typically be specified in the memo. This allows us to add up the total cost for each stream of funding irrespective of which account processed the funds. Different accounts will often process different types of funds. Merchandise may be handled by one person and sponsorship by another. What goes into these activities? Why are they so expensive? When we think of an event we're familiar with, such as a birthday party, we think of things like food and location. We don't take into account things like insurance, which are mandatory in most venues due to liability concerns. There are numerous legal and regulatory requirements that go into consideration for every activity. Special permits must be completed and submitted, with their respective costs, for some events. Others require the presence of security or even the paramedics. It is generally far more economical to make provisions ahead of an event than to deal with the fallout should the unthinkable happen. Those who have planned a major event such as a wedding before know how challenging it is to provide proper food. We all remember going to some event which was ruined because food was inadequate. All Hive events are carefully planned to ensure the proper amount of food and choice of food is ordered. At the annual Bitcoin Pizza Days, for example, all pizzas are calculated and cut in such a way that participants can enjoy themselves but there is no waste. Cultural needs, quality, hygene, event requirements, and so on are taken into account. We've been asked before why we don't have people bring potluck-style meals -- potlucks are only suitable for intimate occasions, not for commercial-grade events, due to food safety, quality and liability reasons. There is plenty of speculation about the life cycling and sale of Hive assets that are no longer in use. The most notable of these is the original Hive rally car. The vehicle is scheduled to be put up for sale after the CER rally in late Fall. The vehicle was originally purchased with a partial investment from its driver, Slaven, and is not 100% Hive-owned. What happens to the Hive portion of the funds? At the time of sale we will put up a community discussion whether it's optimal to invest the funds in fiat into Hive promotions or to convert them back to HIVE and either place them back into the DHF or simply burn. This is something for everyone to think about. Safety is an important topic that we feel needs to be addressed. Safety is taken very seriously in Value Plan activities and we always strive to ensure that our Hive community members are kept safe while organizing, assisting or participating in events. Public transportation use, outside of trains and air travel, is normally discouraged in most parts of the world, including in any major cities. Legitimate taxis and ubers are preferred. Ideas for positive improvements towards a more secure environment at Hive-related events (including external conferences) are encouraged in the comments below. This proposal seeks 150,000 HBD to cover upcoming expenses.
