Yes. And this is exactly why the Constitution has the emoluments clause: to prevent a president from coming under foreign influence, putting his personal financial interests above the interests of the nation.
But with one political party in charge of all three branches of government, the checks and balances of the Constitution fall apart, and we drift closer to autocracy. If Congress won't hold the president responsible and censure his bad acts, no one else can.
