ECLAC considers it appropriate to use for the Monitoring of the MDGs in the region a measure of extreme poverty and total poverty based on the cost of acquiring basic baskets specific to each country, instead of the "1 dollar per day" line.

Extreme poverty" or "indigence" is understood as the situation in which resources are not available that allow to satisfy at least the basic needs of food. In other words, it considers as "extreme poor" people who reside in households whose incomes do not reach to acquire a basic food basket, so they will allocate it in their entirety for that purpose. In turn, it understands as "total poverty" the situation in which the income is less than the value of a basket basic goods and services, both food and non-food.
