For the voting power: it's average of your total sim holding for 30 days. For now, its for vote the president only.
How you get worker/hardworker: activate your beer fest, you can do it by clicking on the beer fest button at your city webpage, buy beer token on hive-engine and pay 5beer to activate the beer fest and it will give you random boost popularity and increase your base population for temporary 24hours, and you could get worker/hard worker cards too during this limited 24 hours time.
