Why is the Finnish education system so good considering children do not attend school until they are 7years old?

I didn't arrive in Finland until I was an adult, but I did do higher education in Helsinki and was very pleased with the experience.

Regarding childrens I did watch my daughter go through the Finnish education system. My question is, if the Finnish education system is so good why are not more countries adopting it, such as children starting school at 7 years old? In the United Kingdom children generally start school at about 5 years old, however the educational standards does not reflect the benefits of the extra 2 years. Why is this?
