Every Steemit user has a limit on how much vote can he/she cast in a given time. It's called Voting Power. Without it everyone would just go crazy with voting and STEEM would be useless in no time.
It might not a new thing to you, but I see many people struggling with votes that I feel I must speak up!
Why 20?
Until you have 500 SP, you can only vote with 100% Weight on Steemit.
So if you do that, every vote you cast will drain 2% from your actual Voting Power.
It regenerates after a while but it takes 24 hours to go from 80% to 100% again. That's why it is important to limit your votes!
If you use Steemit every day, don't go below 80%!
Can I have more?
Yes you can, if you limit your voting weight.
You can use Chainbb or the eSteem app for mobile. Both platforms let you adjust your Voting Weight.

If you vote with 50% Weight, than you can make double the amount of votes. With 25%, you spend only quarter amount of Voting Power which you would without adjustment. In that case you can do insane 80 votes a day! (little too much for me, but you decide)
There is one thing to remember:
If you limit your power, your vote will worth proportionally less to the author and your curator rewards will decrease too.
